- (May 26, 2007) Senate Bill 0436 (please note Section 112, item(7) )-The Michigan House and Senate on Friday, May 25, approved a report from the Legislative Conference Committee taking measures to resolve the 2006-07 budget shortfall with a significant loss in funding for higher education. The state’s 15 public universities were cut $25.9 million, to be implemented by a proportional reduction in the operations increase received by each university in fiscal year 2006-07. The reduction for MSU is $6 million, or a loss of 60 percent of the fiscal year 2006-07 increase. This $6 million includes a $400,000 cut to the Agricultural Experiment Station and a $300,000 cut to the Extension Service.
In addition, the Legislature approved a delay in funding for the second half of the August 2007 payment to universities until the state’s fiscal year 2007-08, which begins in October. For all public universities, this represents a new funding delay of $69.4 million. Combined with an earlier deferral of the first half of the August payment, taken by executive order, this action will result in more than $30 million in delayed appropriations payments for MSU and cost the university an estimated $400,000 in interest income.

- (April 17, 2007) The Michigan House on Tuesday April 17th proposed to balance the current year budget with a major cut to higher education. Michigan’s 15 public universities were cut $43.2 million by eliminating the entire 2006-07 funding increase. For MSU’s general fund this equates to a loss of $8.5 million, plus an additional $1.2 million loss to the Agricultural Experiment Station and the Extension Service.
In addition, the House approved a second payment delay for the remaining portion of the August state aid totaling $66.54 million. The two items combined saved the state over $113 million, which amounts to almost 50 percent of the general fund cuts enacted on Tuesday night. For Michigan State, the delayed allotment is $13.3 million. If approved by the Senate and Governor, this delay coupled with earlier actions will result in an approximate $30 million dollars in delayed appropriations payments and cost the University an estimated $0.4 million in interest income.
